The book is ivied roughly into two parts. The first concerns national and minority issues, as seen from the outside. It present chapter on development and NGOs, labour, migration and citizenship. Furthermore, the first part includes observations on environmental degradation and deforestation, and the way the indigenous people, the Tharu, cope under strain. The second part concerns itself with regional and local issues. The main focus here is on ethnic distribution and ethnic identity. The author attempt to describe what the factors are which make for cohesion and ethnic belonging, specifically with the Tharu population.
